Europe's Rail - Enabling Continuous Evolution of Safety-Critical Railway Systems

Railway systems are becoming increasingly modular, software-driven, and interconnected, while assessment and approval processes remain largely based on rigid and sequential lifecycle assumptions. At the same time, operators and manufacturers face growing pressure to deploy software corrections, cybersecurity updates and functional evolutions more frequently and at lower cost. This creates a growing gap between the operational need for continuous evolution and the ability of current assurance and certification approaches to support it efficiently.

Within Europe’s Rail - System Pillar - PRAMS, we are developing a pragmatic framework to manage the evolution of safety-related modular systems across the full lifecycle. The work addresses not only assessment activities, but also impact analysis, software development, testing, integration, and change management processes.

The proposed approach aims to avoid systematically restarting complete certification activities for every modification. Instead, it introduces proportional engineering and assurance activities based on the significance, scope, and impact of evolutions. The objective is to support faster and more predictable system updates while maintaining the required level of safety and interoperability.

The presentation will also discuss the limitations of current railway standards regarding software maintenance and evolution management, especially for long-lifecycle systems integrating reusable components, COTS technologies, virtualization platforms, and cybersecurity updates.

Finally, the presentation will introduce ongoing proposals developed within Europe’s Rail to better integrate RAMS, cybersecurity, and lifecycle continuity into a coherent framework adapted to continuously evolving safety-critical railway systems.

Julien Spanneut

Head of Rolling Stock Software, SNCF Voyageurs

Julien Spanneut has been working since 2008 for SNCF Voyageurs within the Rolling Stock Engineering Division in Lille, France, on software-intensive and safety-related railway systems.

Since 2022, he has been Head of Rolling Stock Software. Since 2020, he has also contributed as an expert in software, safety, and maintenance to several European and international initiatives, including Europe’s Rail Joint Undertaking, Shift2Rail, OCORA, EuroSpec, CENELEC, and IEC activities.

Between 2015 and 2022, he worked on TGV door systems as System Engineer, Maintenance Engineer, and Technical Leader. From 2008 to 2015, he worked on TGV TCMS projects as Software Project Manager, System Engineer, Maintenance Engineer, and Software Quality Assurance Engineer.

His main areas of expertise include lifecycle management of safety-related software, software evolution and maintenance, modular railway architectures, system integration, and the interaction between RAMS, cybersecurity, and software assurance processes. He is particularly involved in activities aiming to modernise the management of software changes and evolutions in long-lifecycle railway systems.

Julien Bois

Safety Manager, Ikos Switzerland

Julien Bois is a railway safety engineer specialised in safety-critical railway systems and European innovation projects.

Since 2019, he has been working for IKOS Group in Lausanne, Switzerland, supporting missions for SBB, UIC and Stadler Rail.

Since 2025, he has been the Project RAMS Manager for Stadler. Since 2023, he has been the PRAMS Leader within Europe’s Rail Joint Undertaking. From 2019 to 2024, he worked for SBB in Bern, Switzerland, as Safety Manager for several innovation programmes including SmartRail 4.0, OCORA, and Europe’s Rail activities.

Before joining IKOS, he worked from 2010 to 2019 for Alstom in Villeurbanne, France, as Safety Manager for SIL2 and SIL4 safety-critical systems covering both onboard and trackside applications, including new developments and legacy systems.

His expertise includes railway RAMS, safety assurance, innovation programmes, modular architectures, and the evolution of safety-critical systems within complex multi-stakeholder railway environments.
